Transfer an out-of-state cosmetology license to Oregon

If you hold an active license in barbering, hair design, esthetics or nail technology from another state, you can get Oregon certification by reciprocity.

Steps

4 steps
  1. Have your home state verify your licenseYour license alone is not enough. Your home state's licensing agency must send proof to the Health Licensing Office.
  2. Or ask about the Affidavit of LicensureSome states let HLO verify for you. Mail the form to HLO or bring it to the Salem office. Do not fax or email it.
  3. Take the Oregon written examsYou take the Laws and Rules exam plus a written exam for each field. Exams are at the HLO office, walk-in, 90 minutes each.
  4. Pay fees and get your certificationAfter you pass and pay all fees, you receive your Oregon certification the same day.

Bring

  • Two government-issued IDs (one photo)
Unresolved discipline or fines on your out-of-state record must be cleared before Oregon licensure.
