The River Avenue Navigation Center is a low-barrier emergency shelter for up to 75 adults experiencing unsheltered homelessness. It uses a harm reduction and housing-first approach to support residents in removing barriers to housing, including document retrieval, income assistance, credit repair, and addressing rental history. Funded by Lane County, City of Eugene, and State of Oregon.
