Springfield will rebid City Hall work with a closer look at local contractors
The revised procurement asks firms about local offices, local vendors and response time after councilors rejected the first recommended contractor in June.
Springfield is throwing out the first run of its City Hall construction procurement and trying again in October. The original process drew seven proposals, but councilors declined to approve a contract with California-based Swinerton Builders after local firms objected to how the bids were evaluated.
The revised request will ask about a firm's local office, its ability to respond quickly and its plan for using local vendors. It also replaces a requested preconstruction price with a $75,000 allowance and adds a fee table intended to make proposals easier to compare.
The construction budget is estimated at $9 million, while design, preconstruction and other costs put the full project at roughly $12.5 million to $13.8 million. Reissuing the request does not award the job; contractors will have to submit new proposals under the revised scoring structure.
