CORE (Community Outreach Through Radical Empowerment) is a Eugene‑based nonprofit dedicated to supporting, empowering, and advocating for young people experiencing homelessness, poverty, exploitation, or other adversities. Their programs focus on youth and young adults ages 16–29, offering a blend of street outreach, harm‑reduction distribution, case management, and transitional housing navigation. CORE operates several key programs, including: SOAP (Street Outreach Alliance Program): Collaborative street outreach providing supplies, crisis response, and connection to services. Harm Reduction Distribution (HRD): Narcan, safer‑use supplies, and overdose‑prevention education. Service Navigation / Case Management: Support with IDs, benefits, housing pathways, and stabilization. Zephyr House: A project supporting youth in transition (not a walk‑in site). CORE is known for being youth‑centered, trauma‑informed, and relationship‑based, meeting young people where they are and reducing barriers to safety and stability.
