UO's second housing phase misses its 2028 target
The first phase continues, but weaker enrollment projections have delayed the returning-student phase beyond fall 2028.
The University of Oregon no longer expects to finish the second phase of its Next Generation housing plan by fall 2028. KLCC reports that the first phase remains focused on first-year students, while the delayed second phase is intended mainly for returning students.
Campus planners say the next decision depends on enrollment trends and unfinished design work. The construction financing is separate from UO's education budget: housing projects are funded with borrowing repaid from room-and-board fees, not tuition revenue or state grants.
The delay also changes the timing around Barnhart Hall, which had been scheduled to close when the second phase opened. UO has not supplied a replacement completion date. This is a long-view story with one useful present fact: 2028 is no longer the promise.
