Register for payroll taxes before hiring

Before you pay your first employee, register your business, get a federal EIN and an Oregon BIN, and set up payroll tax payments and reports.

5 steps
  1. Register with the Oregon Business RegistryThis is the first step before you pay anyone.
  2. Get your EIN from the IRSThe EIN is your federal employer identification number.
  3. Get your BIN in Revenue OnlineYou must register before paying employees. The BIN is your main number for filing and paying payroll taxes.
  4. Pay payroll taxes onlineYour payment schedule is monthly, quarterly or annually. The Oregon Combined Payroll Tax Report Booklet explains which.
  5. File quarterly payroll reportsFile through Frances Online in January, April, July and October.
You must file a quarterly report even if you have no payroll.
